As a result, we are looking to recruit a Lead Information Systems Engineer: Data Architect on a 24-month Fixed Term Contract to work within the Information and Communications Technology Department.

ICT Intro
The Information and Communications Technology Department (ICT) has primary responsibility for service technical infrastructure and support. ICT has staff at a number of locations throughout the Organisation. The key functions of ICT are to provide and support such systems required by the staff of Public Health England (PHE), and to provide the technical infrastructure to enable all forms of corporate communication, both within the Organisation and between the Organisation and its customers and stakeholders.

Job Summary
Hosting and Data Curation for the design, delivery, improvement of Enterprise data solutions for the PHE database services both on premise and on public cloud infrastructures, as well as integration of the new technologies. Provide technical and strategic leadership for architecting PHE's SQL and NOSQL platforms and work closely with internal SQL, Cloud and DevOps engineers to provide a holistic approach in implementing a full end to end infrastructure as a code capability.

Main Duties & Responsibilities
*Lead the strategic drive in architecting Enterprise data solutions. Identifying development opportunities in these fields and lead associated work-streams.
*Lead the planning, design, implementation and post implementation tasks for the organisation's Enterprise Data solutions comprising SQL Server and NoSQL technologies
*Responsible for large-scale data migration programs, working with the PHE's application owners and data scientists
*Overall curation of platform data stores from a performance and reliability and security perspective
*Coding using tools such as Python, Perl and Powershell.
*Lead the drive towards automation, reducing the management overhead and developing a more self-sufficient infrastructure.
*Hosting and Data Curation, design, plan, implement and manage infrastructure monitoring systems to support performance and capacity planning.
*Develop standards, policies, guidelines and procedures defining the usage of database systems and services.
*Provide technical leadership for database security initiatives, working closely with security colleagues and ensuring that security remains a primary objective for PHE ICT.

Essential Skills
*Educated to degree level in relevant subject or equivalent level of experience of working at a similar level in specialist area
*Must have previous experience of managing systems for a large user base
*High level of expertise as a DBA in the administration, design and implementation of backups, performance tuning, management and provisioning of MS SQL database instances
*Strong technical background in Microsoft SQL Databases, Microsoft Reporting Tools (SSRS, PowerBI) and Microsoft data extraction methods (SSIS).
*Certification (Advantageous)
*Knowledge of PostgreSQL/MSSQL/MariaDB would be a distinct advantageous as well as the ability to work across a range of technologies
*Database clustering: HA, and distributed active/active system
*Fluent in various development languages e.g. SQL, Python, Powershell, PL/SQL
*Knowledge of NoSQL DB's, e.g. MongoDB, Cosmos DB and Elastic
*You have a good knowledge of SQL Data Warehouses and have (ideally) experience working with multi-dimensional data
*Working knowledge of ODBC
* Experience in maintaining ETL pipelines and supporting large scale data infra projects

*Successful candidates must pass a disclosure and barring security check.
*People working with government assets must complete basic personnel security standard checks.
