** The successful candidate must have Private Rented Sector (PRS) schemes procurement/landlord engagement & negotiation/scheme management experience **


To be responsible for the customer focussed, efficient and effective delivery of the services within Housing Solutions.

To provide leadership within the Housing Solutions team and to manage one of three front line service areas, including line management of staff delivering front line services. The Operations Manager post will be responsible for one of the following teams - Temporary Accommodation, Allocations or Housing Register and Options.

Accountability and Results Specific to Temporary Accommodation team

Lead on the development and management of systems for the management of the temporary accommodation portfolio

Ensure the temporary accommodation portfolio is configured in such a way as to be the most cost-effective option for the council

Ensure temporary accommodation is let in a timely manner, avoiding any penalties by landlords

Effectively manage the landlord liaison role

Manage contracts with external providers of temporary accommodation

To ensure that B&B accommodation complies with agreed standards, location and price and that all hotels are regularly visited and inspected, and that hoteliers receive regular feedback

Ensure B&B is used in the most cost-effective manner

Meeting agreed targets over reducing the use of temporary accommodation

Accountability and Results Specific to Allocations Team

Manage and promote the Croydon Choice CBL framework

Ensure Registered Providers operate within the Nominations Agreement

Monitor nominations and take the lead on managing relationships with Registered Providers

Enforce offers of accommodation to homeless households, oversee suitability reviews and discharge duties towards applicants who refuse an offer

Liaise with Adult Services over allocations to Extra Care Schemes

Manage the incentive payment scheme for under-occupiers

To manage the review of Fixed Term tenancies, including approving tenancy terminations

Managing voids - meeting targets set on reducing void periods and actively looking for opportunities to minimise void loss

Working with the Development Team over decants and new build schemes

Accountability and Results Specific to Housing Register and Options Team

Oversee the assessment, verification and approval of housing register applications, including requests for review on decisions to exclude or suspend applicants

Manage the housing register service to ensure that the housing register is fully up to date, with applications reviewed on a regular basis

Liaise with external partners to secure information to assist in the assessment of housing applications including medical practioners, probation, prison, hosptals.

Monitor the council's effective participation in a range of national mobility schemes such as Homeswapper, Homefinder UK and others

To promote alternative housing options to those applying for the housing register to effectively contribute to managing expectations

To actively encourage self-help through web based tools
